The Department of Labour, Govt. of Ladakh, on August 10, 2026, issued the Code on Social Security (Ladakh) Rules, 2026.
They shall come into force from August 10, 2026.
The following has been stated:
• The Rules establish the Ladakh Unorganised Workers' Social Security Board and the Ladakh Building and Other Construction Workers Welfare Board, prescribe their constitution, membership and functioning, and provide mechanisms for registration and social-security benefits for eligible workers.
• The Rules also prescribe procedures relating to gratuity claims and recovery, establishment registration, maternity benefits, maintenance of employment records/registers and unified annual returns.
• Further, the Rules establish the Ladakh Social Security Fund, from which schemes for unorganised workers are to be financed. The Fund may receive contributions from the UT Administration, Government of India, beneficiaries, employers, CSR funds, grants and other approved sources, and its accounts are subject to audit.
• The Rules also provide for inspection, offences and compounding of offences, including a mechanism allowing an employer committing a first-time offence to compound it by paying the prescribed amount within 15 days of the notice.
